The staff (also known as the higher-ups) are the people who keep the group running. The Founder is the group creator and technically also considered an Administrator. Admins hold the most power whereas moderators mostly work at keeping the group in check. It does not matter if someone on staff has a low ranking character, they continue to hold their position OOC regardless.
